Overview

About this service

When a vehicle is sold, bought or given as a gift, the transfer of ownership must be registered. Registration is carried out by the Road Police of the Ministry of Internal Affairs through its Registration and Examination Divisions or the online platform.

If both buyer and seller have YesEm mobile identification and driving licences, and the registration plate stays the same, the transaction can be completed online. Otherwise an in-person visit by appointment is required; the transaction at the division usually takes 15 to 45 minutes.

We check documents and vehicle data, explain who pays which duties, help prepare the contract, book the appointment and accompany the parties. Registration is carried out solely by the competent authority.

Stages

How the procedure works

  1. 1

    Questionnaire

You provide vehicle and party details; we check the VIN, plate and documents.

  2. 2

    Choosing the route

We determine whether the deal can be done online or requires a division visit.

  3. 3

    Preparation

We prepare the document list, contract and duty calculation, and a power of attorney if needed.

  4. 4

    Registration

We support the online process or the booked visit to the Registration and Examination Division.

  5. 5

    After the deal

We remind the new owner to insure the vehicle and the seller to notify their insurer.

In-person attendance

If online processing is not available, the parties (or their representatives under a notarised power of attorney) visit a Road Police Registration and Examination Division by appointment and present original identity documents and the vehicle registration certificate. In many cases the vehicle itself need not be presented — for example, if it is already registered and its colour and numbered parts have not changed.

Our role

What we do — and what we don't

What we do

  • Check vehicle data: VIN, registration plate and registration certificate
  • Determine whether online processing is possible or a visit is needed
  • Prepare document lists for buyer and seller
  • Calculate duties and explain payment details
  • Help prepare the sale or gift contract
  • Book the Registration and Examination Division appointment and accompany the parties

What we don't do

  • We are not the Road Police and do not carry out registration
  • We do not guarantee the outcome and cannot influence processing times
  • We do not inspect the vehicle technically or verify its legal history beyond the documents available
  • We do not handle payments between buyer and seller or hold transaction funds
  • We do not arrange insurance; we only remind you that it is required

FAQ

Questions about this service

Can I transfer a vehicle online?

Yes, if both buyer and seller have YesEm mobile identification and driving licences and the plate is kept. The seller creates the application, the buyer pays the duties and signs the contract, then the seller signs.

Which duties must be paid?

Typically the buyer pays AMD 5,000 for registration and AMD 6,000 for the certificate, plus AMD 12,000 if a new “regular” plate is issued. The seller settles property tax and, if selling within a year of purchase, a duty of AMD 150 per horsepower.

Does the contract need to be notarised?

According to the official portal, a written contract is strongly recommended and can be signed at the registration division. Notarisation may be required in some situations — our specialist will confirm. A representative's power of attorney must be notarised.

Can a foreign national buy and register a vehicle?

Yes, if they hold a residence permit or address registration in Armenia. A passport and proof of legal residence are required.

Do I need to bring the vehicle to the division?

Often not: if the vehicle is already registered and its colour and numbered parts have not changed, a written statement from the owner is sufficient. We will check your situation in advance.

How should the purchase price be paid?

The parties agree this themselves. The official portal notes that transactions over AMD 300,000 in Armenia must be cashless. We do not accept or hold transaction funds.
